HB 4423 strengthens privacy protections regarding biometric data. It prohibits governmental entities from selling, leasing, or disclosing biometric identifiers without an individual's consent, except in law enforcement or federally mandated cases. It also extends these restrictions to private entities, prohibiting them from capturing biometric data for commercial purposes without prior notice and consent​.
