HB 4452 amends child welfare laws to protect the rights of conscience for child welfare service providers. It removes references to Chapter 45 of the Human Resources Code while preserving existing legal protections under Chapter 110 of the Civil Practice and Remedies Code. It also prohibits state contracts from including provisions that violate these protections​.
