HB 4584 establishes a loan program to finance upgrades and new construction of dispatchable electric generating facilities in the ERCOT power region. It specifies that loans can only be used for projects increasing capacity by at least 100 megawatts per facility or new facilities of at least 10 megawatts using emerging thermal generation technology. The bill excludes battery storage facilities from eligibility and allows funding without additional legislative appropriation​.
