HB 4598 creates an employer contribution system to support the Texas subsidized child care services program. It mandates that employers must pay a 0.15% contribution on all wages paid to employees, with funds directed to a dedicated child care services account. Employers that provide self-funded child care for all dependents of eligible employees are exempt from this requirement​.
