HB 4633 regulates retail distribution centers located outside municipal limits that generate 800 or more vehicle trips per day. It prohibits such facilities from being located within two miles of a public or private school or hospital. Violators face a civil penalty of up to $1,000 per day, enforceable by the attorney general or county district attorney.
