HB 4641 modifies the Judicial Retirement System of Texas Plan Two to allow retired judicial officers who resume full-time service to rejoin the retirement system under certain conditions. Judges who have been separated from service for at least six months before returning to office may opt back into the system and accrue additional service credit. Those who complete at least 24 months of resumed service will have their annuities recalculated to reflect the highest state salary they received. Judges who do not meet the 24-month threshold will receive a refund of their retirement contributions but will not accrue additional benefits​.
