HB 4651 limits the period for which a public school student can be placed in a disciplinary alternative education program or expelled. It restricts removals to a disciplinary program to a maximum of 30 days and expulsions to a maximum of 60 days. It also mandates a review of students’ academic progress every 10 days and ensures that schools consider factors such as self-defense, intent, disability, and homelessness when making disciplinary decisions.
