HB 4734 allows vehicles to use dyed motor fuel during disaster periods under specific conditions. It also authorizes special oversize and overweight vehicle permits for the transportation of agricultural commodities during or preceding a disaster. The Texas Division of Emergency Management is given authority to approve these permits in advance of potential disaster declarations​.
