HB 4948 establishes a law enforcement academy in Eagle Pass under the Texas Commission on Law Enforcement. The academy will provide basic, intermediate, and advanced training with a focus on border security, rural law enforcement, and mental health response. It will also partner with universities and local law enforcement agencies and be funded through legislative appropriations, state and federal grants, and private donations​.
