HB 5096 allows the governing body of a taxing unit to grant a temporary 10-year exemption from ad valorem taxation for surplus real property purchased from the El Paso Independent School District. The exemption applies only if a constitutional amendment authorizing such an exemption is approved by voters in the 2025 election​.
