HB 5102 clarifies the applicability of certain prescription drug insurance laws to health benefit plans and pharmacy benefit managers (PBMs). The bill mandates that PBMs comply with existing regulations for all health benefit plans they administer, regardless of whether the plan is delivered, issued, or renewed inside or outside Texas. It also requires the Texas Department of Insurance to repeal any inconsistent rules and applies the changes only to plans renewed on or after January 1, 2026.
