HB 5110 establishes safety standards for public school instructional facility doors. It requires all doors leading into classrooms to remain locked while students are present, unless they have a mechanism allowing free and immediate egress without requiring unlocking. Exterior doors of instructional facilities, including portable buildings, must remain closed and locked at all times​.
