HB 5131 modifies the requirements for establishing medical examiner offices in Texas counties. It lowers the population threshold for counties required to maintain a medical examiner's office from 2.5 million to 1 million and allows any county, regardless of population size, to form medical examiner districts through agreements with other counties​.
