HB 5143 prohibits the referral of certain suits affecting the parent-child relationship to juvenile courts in counties with populations of 3.3 million or more. It applies specifically to cases filed by governmental entities under Subtitle E of the Family Code. The law seeks to prevent the transfer of these cases to juvenile courts regardless of whether a child involved is designated as a "dual-status child" under Texas law.
