HB 5259 directs the Texas Parks and Wildlife Department, in collaboration with the Texas Department of Transportation, to develop a Wildlife Corridor Action Plan. The plan will identify and prioritize wildlife crossings to reduce vehicle collisions and improve wildlife connectivity. It will include maps and recommendations for infrastructure projects aimed at minimizing habitat fragmentation caused by roads, dams, power lines, and other barriers. The department must submit the plan to the governor, lieutenant governor, and speaker of the House by December 1, 2026, and periodically update it online​.
