HB 5281 prohibits Texas state agencies from disseminating certain personal identifying information to the federal government. It applies to all state agencies, including universities, and covers data that has not been redacted or anonymized. However, exceptions are allowed when disclosure is necessary to comply with federal or state law, or when a person provides written consent. Agencies must retain records of such consent​.
