HB 5299 establishes the Texas Promise Grant Program, which provides tuition and fee assistance for eligible students attending two-year public institutions such as public junior colleges, technical institutes, and state colleges. To qualify, students must be Texas residents, have graduated from high school or earned a GED within the last three years, and enroll in an associate degree or certificate program. The program covers tuition and mandatory fees up to $1,000 per semester, after applying other financial aid. Students must maintain at least a 2.5 GPA and complete at least 75% of their attempted coursework to remain eligible. The bill also includes a $1,000 incentive bonus for students who successfully complete their programs. The Texas Higher Education Coordinating Board will administer the program, which is set to begin in the 2026-2027 academic year.
