HB 5314 establishes the Legislative Youth Advisory Council to provide recommendations on issues affecting young people in Texas. The council consists of one House member, one Senate member, and 31 youth members aged 14-19, representing each Texas Senate district. The council will advise the legislature on topics such as education, employment, health, and youth civic engagement. The council will also hold public meetings, submit reports, and participate in a biennial "State Capitol Day" to learn about legislative processes​.
