HB 5475 directs the Railroad Commission of Texas, in collaboration with the Texas Underground Facility Notification Corporation, to conduct a study on underground utility damage prevention. The study will assess leading causes of underground infrastructure damage, examine available resources for marking and locating underground utilities, and explore best practices to improve communication and safety standards. A report with findings and recommendations is due by December 1, 2027.
