HB 5633 expands Texas backup power package grants and loans under the Texas Energy Fund. It increases minimum required runtime from 48 hours to 96 hours, raises capacity limits to 8 megawatts, and removes restrictions on backup power being sourced from natural gas or solar battery storage. It also clarifies that facilities using state-funded backup power packages do not need to register as power generators unless they exceed 2,000 kilowatts​.
