HB 726 expands Medicaid eligibility under the federal Patient Protection and Affordable Care Act to all individuals for whom federal matching funds are available. The Texas Health and Human Services Commission will oversee the implementation and report annually on the program’s impact, including effects on uninsured rates, healthcare costs, and uncompensated care. The Act is contingent on voter approval of a constitutional amendment and will take effect January 1, 2026, if approved​.
