HB 775 grants non-enrolled students, such as homeschooled students, the right to participate in University Interscholastic League (UIL) activities at public schools within their residential districts. It requires academic proficiency testing for initial eligibility and periodic performance verification. The Act allows school districts to opt out of this policy through a board vote. These provisions are effective starting the 2025–2026 school year​.
