HJR 117 proposes a constitutional amendment to lower the required disability rating for disabled veterans to qualify for a property tax exemption on their homesteads. The amendment would authorize the legislature to exempt all or part of the market value of a residence homestead for veterans with a service-connected disability rating of at least 60%, instead of the current 100% threshold. It also extends the exemption to the surviving spouses of qualifying veterans. If approved by the legislature, the amendment will be presented to voters for ratification on November 4, 2025, and would apply to tax years beginning on or after January 1, 2026.
