HJR 118 proposes that the Texas Legislature apply to the United States Congress under Article V of the U.S. Constitution to call a convention for the purpose of proposing an amendment to impose term limits on members of Congress. The resolution seeks to set a limit on the number of terms an individual may serve in the U.S. House of Representatives and the U.S. Senate. It directs the Texas Secretary of State to transmit copies of the resolution to congressional leaders, Texas congressional members, and legislative leaders in other states, urging their cooperation. The resolution states that this application shall be aggregated with similar applications from other states but not with those on other subjects. It remains in effect until two-thirds of the states have submitted applications on the same subject​.
