HJR 121 proposes a constitutional amendment that would require future amendments to the Texas Constitution to be approved by a majority of voters in at least three-fourths of the state's counties in order to take effect. The resolution amends Article XVII, Section 1(c) of the Texas Constitution to change the current requirement, which only considers the statewide popular vote. The resolution includes a temporary provision stating that the new approval requirement will take effect on January 1, 2026, and will apply only to constitutional amendments proposed and voted on after that date. The resolution is set to be voted on in a statewide election on November 4, 2025​.
