HJR 146 proposes a constitutional amendment to allow the Texas Legislature to take legislative action at any time after the thirtieth day of a regular legislative session. Currently, the Texas Constitution limits the first thirty days of a regular session to introducing bills, confirming gubernatorial appointees, and addressing emergency matters submitted by the governor. This amendment removes the existing restriction on legislative action beyond the initial thirty-day period, granting lawmakers the flexibility to act on legislation earlier in the session. If approved by voters, the amendment would take effect following the November 4, 2025, election​.
