HJR 148 proposes a constitutional amendment granting the Texas Legislature the authority to pass laws allowing courts to commute sentences for certain incarcerated individuals. This would give courts the power to reduce prison sentences under conditions specified by the Legislature. The measure does not automatically create a commutation process but enables future laws to be enacted providing for judicial commutations. The amendment will be put before voters on November 4, 2025.
