HJR 152 proposes a constitutional amendment to modify the timeline for legislative action during a regular session of the Texas Legislature. Under the current Texas Constitution, the first thirty days of a regular session are limited to the introduction of bills, emergency appropriations, confirmation of gubernatorial appointees, and emergency matters submitted by the governor. The next thirty days are reserved for committee hearings on pending bills, while legislative action on most bills occurs in the final sixty days of the session. This amendment removes the thirty-day restriction that limits legislative action early in the session. Instead, the Legislature would have the full session to consider and act upon bills and resolutions, providing greater flexibility in scheduling legislative work. The proposed amendment will be presented to voters in the November 4, 2025, election​.
