HJR 163 proposes a constitutional amendment that increases the voter approval threshold for school district bond elections. The amendment modifies Section 3, Article VII of the Texas Constitution to require that bonds issued by school districts for the purpose of paying principal and interest must be approved by three-fifths of the qualified voters instead of the current simple majority requirement. Other school district taxes, including those for maintenance and school operations, will continue to require a majority vote for approval. If approved by the Legislature, this amendment will be placed on the ballot for voter approval on November 4, 2025, where voters will decide whether to adopt the increased threshold for bond election approval​.
