HJR 174 seeks to amend the Texas Constitution to authorize the Legislature to exempt from ad valorem taxation certain perishable inventory held for sale at retail. The Legislature would have the power to define "perishable inventory," which could include prescription drugs, nonprescription drugs, and dietary supplements. If approved, this amendment would go before voters on November 4, 2025.
