HJR 177 proposes a constitutional amendment recognizing the right of individuals to own, hold, and use a mutually agreed-upon medium of exchange, including cash, coin, bullion, digital currency, or privately issued scrip, for trading and contracting. It prohibits any government from restricting or interfering with the ownership or holding of money or currency but allows the state to determine which mediums of exchange it will accept for payments. The amendment is scheduled for a statewide vote on November 7, 2023.
