HJR 198 proposes a constitutional amendment granting Texas voters the power of initiative and referendum. It allows citizens to propose laws and constitutional amendments via petition and submit them for a public vote. For a statutory initiative, a petition must be signed by at least 5% of registered voters statewide. For a constitutional amendment initiative, the requirement increases to 6%. The amendment also establishes a referendum process, allowing voters to repeal laws enacted by the Legislature through petition and a statewide vote. This measure will appear on the November 4, 2025, ballot​.
