HJR 71 proposes a constitutional amendment to exempt residence homesteads from seizure or sale for delinquent ad valorem taxes. It modifies Article VIII of the Texas Constitution to remove provisions that currently allow for the sale of homesteads for unpaid property taxes and restricts the application of tax collection measures to exclude these properties​.
