SB 1130 introduces an alternative dispute resolution process for public information requests. It allows a requestor to require a governmental body to participate in mediation or arbitration if there is a disagreement regarding a public records request. The process applies when the government agency has provided a cost estimate, denied a request, or sought a ruling from the Attorney General. If both parties cannot agree on a mediator, the State Office of Administrative Hearings will conduct the resolution at no cost to either party. This bill aims to create a non-litigation pathway for resolving disputes over public information access​.
