SB 1148 revises training requirements for foster parents and other caregivers of children in the Texas foster care system. It reduces the required pre-service training hours for potential foster and adoptive caregivers from 35 to 20 hours and sets an annual continuing training requirement of up to 10 hours. The bill also allows foster parents to waive their daily reimbursement rate for foster care services, in which case they would be exempt from most annual training requirements, except for up to five hours of training that may be required for meeting the specific needs of a child in their care.
