SB 1216 restricts the flaring of natural gas from gas wells and imposes new requirements on operators seeking to release gas into the air. The bill limits gas flaring to 10 days after encountering a gas formation unless the operator demonstrates that capturing and selling the gas is not commercially feasible. Operators must show that pipeline connections are unavailable or economically unviable and that on-site gas consumption is not a viable alternative. The Railroad Commission of Texas is required to adopt new rules to enforce these restrictions by December 1, 2025.
