SB 1770 requires TxDOT and local authorities to adopt a Complete Streets Policy to accommodate pedestrians, bicyclists, persons with disabilities, public transportation users, and motorists in transportation planning and design. The policy must be applied to all new road construction and major rehabilitation projects unless an exemption is granted. The bill also mandates a best practices report by 2028 to evaluate the effectiveness of the policy​.
