Digest
SB 1914 strengthens county control over the creation of conservation and reclamation districts in unincorporated areas. The bill requires county commissioners courts to give consent before a new water, drainage, or conservation district can be formed. If the county fails to respond within 121 days, the district is considered approved by default.
