SB 1929 requires the Texas Commission on Environmental Quality (TCEQ) to conduct regular water quality testing at Texas Department of Criminal Justice (TDCJ) correctional facilities and county jails. These tests will monitor lead, copper, and arsenic levels in potable water outlets. If contamination exceeds safe drinking water levels, the affected facility must prevent water use until subsequent tests confirm the water is safe. The bill mandates TCEQ rulemaking in consultation with TDCJ and county commissioners courts​.
