SB 1949 provides small employers (50 or fewer employees) with a refund on sales and use taxes or a credit against the franchise tax if they contribute to an Individual Coverage Health Reimbursement Arrangement (ICHRA) for employees instead of a traditional employer-provided health insurance plan. The refund or credit is capped at $400 per covered employee and cannot exceed the total taxes paid by the employer. The bill aims to incentivize small businesses to offer health benefits without requiring them to purchase traditional group health insurance.
