SB 2142 creates the Consumable Hemp Products Account, a state-managed fund for regulating hemp product manufacturing and retail sales. It imposes a $10,000 licensing fee on manufacturers and a $20,000 annual registration fee on retailers selling consumable hemp products containing cannabidiol (CBD). The bill also redirects penalties from hemp-related violations to the fund​.
