SB 2149 prohibits electric utilities, municipally owned utilities, and retail electric providers from implementing diversity, equity, and inclusion (DEI) initiatives, including hiring practices that consider race, sex, or ethnicity. It bans DEI offices, DEI-related training programs, and any special benefits based on protected categories unless explicitly required by federal law. The bill also grants the Texas Attorney General enforcement authority, allowing legal action against noncompliant entities​.
