SB 2176 establishes the Texas Cyber Command as a component of The University of Texas System, attached to UT San Antonio. It transfers cybersecurity responsibilities from the Department of Information Resources to this new agency, which will develop cybersecurity standards, conduct threat intelligence, operate a cybersecurity incident response unit, and establish a digital forensics lab. The command will have authority over state cybersecurity efforts, critical infrastructure protections, and emergency response coordination​.
