SB 2347 allows counties and municipalities to lower speed limits to 20 miles per hour in certain areas, including roads near prekindergartens, elementary schools, secondary schools, charter schools, and higher education institutions. It also requires local governing bodies to hold public hearings on speed limits in these areas upon request from school operators and conduct engineering and traffic investigations before altering speed limits​.
