SB 2348 establishes a requirement that healthcare providers seeking to participate in Texas Medicaid or the state’s child health plan program must first be certified for enrollment or be enrolled as a Medicare provider. However, it provides exemptions for providers whose services are not covered by Medicare, whose exclusion would restrict access to necessary care, or who are expressly exempted by state rules. The bill allows state agencies to seek federal waivers if needed for implementation​.
