SB 2387 creates the Office of Independent Oversight Ombudsman for the Texas Department of Criminal Justice (TDCJ). The office will operate independently from the TDCJ and will be responsible for monitoring conditions of confinement, investigating complaints, evaluating offender treatment, and recommending policy improvements. The ombudsman, appointed by the governor for a four-year term, will oversee facility inspections, review offender grievances, and report findings to state leadership. The office will also have subpoena power to obtain private entity records related to investigations. Additionally, the bill establishes an advisory board to provide guidance and mandates that the ombudsman’s reports be made available online.
