SB 2399 prohibits businesses in Texas from selling or offering obscene devices, as defined in the Penal Code, unless they are classified as a sexually oriented business operating in accordance with the law. County or district attorneys are authorized to bring lawsuits to enforce this restriction, including seeking injunctions, civil penalties up to $5,000 per violation, and reimbursement for legal expenses.
