SB 2430 establishes new protections for public institutions of higher education from foreign adversaries. It prohibits Texas colleges and universities from accepting gifts, entering into contracts, or forming partnerships with entities from designated foreign adversary countries without approval from the Texas Higher Education Coordinating Board. It also creates reporting and disclosure requirements for institutions that receive foreign funding or enter into agreements with foreign adversaries. Additionally, the bill increases criminal penalties for the theft of trade secrets intended to benefit a foreign adversary​.
