SB 2433 mandates that the Texas Commissioner of Insurance use negotiated rulemaking procedures under the Government Code when adopting department rules. It replaces the current policy, which only encourages negotiated rulemaking, with a requirement. The bill also continues to encourage the use of alternative dispute resolution procedures for resolving disputes within the Texas Department of Insurance. The commissioner is required to adopt the necessary rules for implementation by January 1, 2026.
