SB 2435 strengthens the prosecution of human trafficking involving children and disabled individuals by amending the Penal Code. The bill clarifies that in cases where a trafficker forces a child or disabled person into prostitution, it is not a defense that the victim lacked intent or did not complete the act of prostitution. This change applies to both trafficking of persons (Section 20A.02, Penal Code) and continuous trafficking of persons (Section 20A.03, Penal Code). The law applies only to offenses committed on or after September 1, 2025.
